This setting will not exclude any state that is included in the DZ State Setup table.
NOTE: Certain process such as the rate & boundary import process start out by reading the StateSetup.txt file and adding the states contained in that file to the DZ State Setup table, if they are not already there. As a result, this case the All States setting will not exclude any state that is included in either the StateSetup.txt file or in the DZ State Setup table.
