Lock Taxable and Exempt ID's in DZ State Setup

For states whose rates & boundaries are imported, DynamicZip manages the Taxable and Exempt ID's as shown in the DZ State Setup window. However there are situations where you may need to manage those manually. The DZ State Setup window now includes a check box to Lock Taxable & Exempt ID's. When this check box is selected, the Rate and Boundary Import will not modify the Taxable & Exempt ID's.
