Zero Rate Tax Schedule

Also known as an exempt Tax Schedule. A tax schedule that does not charge tax. Either because:

1. the attached Tax Detail have a 0% rate. (Recommended for DynamicZip Tax Reports.)
2. there are no tax details attached to the schedule. (NOT recommended!)
