The tax detail IDs are created using the following format:

  * Character 1 - 2
    * State Code
  * Character 3
    * S = Sales Tax
    * U = Use Tax
  * Character 4
    * S = State Tax
    * M = State Local Tax
    * N = County Tax
    * L = County Local Tax
    * T = City Tax
    * Y = City Local Tax
  * Character 5 - 11
    * Condensed description
  * Character 12 - 14
    * Sequential number to make each ID unique
  * Character 15
    * [blank] = normal taxable
    * A = above split (tax rate changes with sale amount)
    * V = City tax on sale above county maximum
    * X = normal exempt
    * Y = [A] exempt
    * Z = [V] exempt
